Responsibilities The Engineer Facilities is responsible for developing and implementing cost-effective solutions for the transport and switching of cell site and PSTN traffic utilizing the internal tandem network, microwave, and fiber, as well as, Interexchange and Local Exchange Carrier (LEC) leased facilities. Maintains path, switch, and vendor diversity where economically justified; devises routing schemes as may be required to prevent blocked calls; and plays a lead role in vendor management by documenting and tracking key service indicators; and actively participates in quarterly vendor meetings. Guides the Associates in reconciliation of vendor billing discrepancies. Oversees the provisioning of trunk and facility orders; coordinates circuit installation between vendor and Operations personnel; and tracks status and escalates to insure timely completion of orders. Maintains accurate circuit inventory; supervises the analysis of usage data from the traffic monitoring system, Watchmark, and from the creation of utilization reports; determines capacity requirements; and initiates orders. Produces a 1-year forecast of monthly trunk and capacity requirements; oversees ongoing modification of forecast to reflect changes in traffic patterns; and provides capacity requirements to vendors for equipment and facility planning. Also, communicates to ensure regional capital budgets and equipment planning cover forecasted requirements. Prepares job aids and tools that document internal methods and procedures. Also responsible for the engineering and design of all hardware required to support network growth. This includes DACS, microwave and echo cancellors. Qualifications Qualifications BA or BS degree or equivalent work experience. - A minimum of 1 year experience in telecommunications facility engineering, traffic engineering, or order provisioning. - Demonstrated knowledge in one or more of the following platforms and/or technologies: - Telecom experience including: T1, DACS, OMP - Voice switch infrastructure including: Lucent 5E and ECP, Motorola MGX, and Nortel MTX - Digital Communications including: DS1, DS3, Fiber, ISDN - Data communications including: routers, switches, Ethernet, hubs, TCP/IP, ATM, Frame Relay, SS7 - Microwave experience including: Nortel RD6 & 11, NEC OC3 Series 3000 radios - Test equipment including: T-Birds, DataPro, pilot scanners, baseline equipment, spectrum analyzers - Granites Xpercom circuit inventory system - Lucent Watchmark Prospect traffic data collection system - Proficient in office computer applications: Excel, Word, PowerPoint, and Access - Excellent analytic, interpersonal, and communication skills - Excellent troubleshooting skills - Perform job duties with general guidance and a thorough understanding of the job and the department's expectations and goals - Decision making skills (making appropriate use of available information and data; making sound decisions with minimal support from Manager; and being responsible for specific projects or definable portions of larger projects or processes) - Leadership skills - commitment to excellence, demonstrating company values and policies, initiating action, accepting responsibility for results, and making quality decisions - Flexible by attempting alternate solutions to resolve issues, and seamlessly adjusting to a dynamic, changing business environment - Superior organizational and project planning skills - Ability to communicate clearly and concisely; listen attentively; applying appropriate grammar; and integrating large volumes of information from multiple sources - Work flexible hours and support night or weekend work as needed Equal Employment Opportunity We are an equal opportunity employer m/f/d/v. |
