Job Description: Cisco Systems, Inc. currently has an opening for a Facility Security Officer (FSO)/National Industrial Security Specialist in Columbia, MD.

Cisco is seeking a dynamic, highly motivated and well organized individual with prior experience administering US government security policies and procedures to serve as a Facility Security Officer (FSO)/National Industrial Security Specialist. This individual will be part of the Government Security Office (GSO) staff located in Columbia, MD. This is a permanent, full time position.

The FSO will provide expertise, guidance and advice to personnel as required, concerning all security administrative functions in support of a NISP compliant Security Department. Functions include the processing of personnel security clearances via the e-QIP system, record maintenance, understanding of the intelligence community and access requests, administering security awareness training programs and preparing visit requests. The FSO will ensure all personnel with badge access to the facility have completed all requirements for that access.

This position requires independent judgment and discretion, risk analysis skills, as well as the identification, analysis and resolution of security-related matters. The successful candidate will provide support for all security functions in accordance with the NISPOM, ICD and DCID to include managing approximately 200 PCLs associated with collateral and SCI programs. The individual will be responsible for visitor control functions. Daily duties will include conducting candidate prescreening, new employee briefings, exit interviews and debriefings, investigating and reporting security violations, incident reports, COMSEC, coordination of periodic reinvestigations, and processing visit requests through JPAS. Additional duties include preparing refresher training, self inspections and DSS audits.

Duties and responsibilities include but are not limited to:
1. Reviews all security paperwork for accuracy, completion and submission via the e-QIP system.
2. Provides guidance and instruction to employees to ensure completion of security paperwork.
3. Establishes and maintains a working relationship with DSS in filing necessary clearance paperwork for new employees and periodic reviews for current employees.
4. Maintains a working relationship with each contract's security office for processing and maintaining employee clearances.
5. Provides follow-up clearance status on processed clearances to managers for specific contracts.
6. Writes security policies/procedures and prepares written reports of surveys and inspections.
7. Maintains all security documentation and files in accordance with DSS requirements.
8. Prepares necessary paperwork in support of a DSS investigation or annual visit and meets with DSS representative upon request.
9. Responsibility for the JPAS PSM Net.
10. Conducts random inspections of the facility and personnel entering and exiting.
11. Escorting duties as required.

Required Education/Skills:
Bachelor's degree and 5 years experience, or 10+ years of experience
Must be aware of present day security issues
Preferred in-depth knowledge of the National Industrial Security Program (NISP) and experience with DSS
Experience working in a accredited SCIF
Experience in JPAS and the e-QIP database systems
Experience in the preparation and review of DD254 forms
Strong organizational and administrative skills
Proficient computer skills
Completion of Formal DSS Academy training course (or completed within 6 months of start date)
CISSP and/or ISP certification a plus
